possible for such school to be closed, similarly under Section 17 the career of unnecessary schools may after a

suitable period be determined.

Section 18 provides for the keeping by the Di- rector of a Register of schools containing such particu- lars in connection therewith as may be necessary.

Section 19 gives an appeal from any decision of

the Director to the Governor-in-Council.

By Section 20 it is provided that any notice given by the Director under the provisions of either Section 16 or 17 of the Ordinance (that is to say any notice which contains a statement that a school has not complied with the regulations applicable to it or is not being properly or efficiently carried on or that it does not appear to be necessary for educational purposes) shall contain an intimation that the Manager of the school concerned has a right of appeal to the Governor-in-Council

from the Director's decision.

Whilst by Section 21 uidance is given to the appellant

as to the steps which he should pursue in the event of prosecutin an appeal and making it also obligatory for him to be supplied with

a copy of the Director's case against him.

By Section 20 power is reserved to the Governor-in-Council

to close any school which is being conducted in a manner prejudicial

to the interests of the Colony, to the public or its pupils, but a

proviso is added that notice of such intention shall be given to

the Manager of the school concerned and that he shall have an op-

portunity of appearing before the Council and shewing cause why the

provisions of this Section should not be put into operation against

his establishment.

By Section 21 the Chinese Vernacular Educational Board

which was constituted on the 7th September, 1911, and the existence

of which, after the passage of this Ordinance, will be no longer of

utility, is abolished.
